What is an Unlocked Phone?
At its core, an unlocked GSM phone is simply that: a phone not “locked” into a single carrier’s network. Since an unlocked GSM phone is not tied to any carrier, you are free to insert your active GSM SIM card into any unlocked phone and start making calls.

An unlocked cellphone can be used on any GSM (http://en.wikipedia.org/wiki/Gsm) network. In the States, Cingular and T-Mobile are GSM providers. If you purchase an unlocked phone you'll be able to use either provider - rather than purchasing a phone from them which is locked to a particular network. A GSM world phone supports all four GSM frequencies and can be used virtually anywhere in the world (take advantage of local rates rather than beign charged for roaming)by using a prepaid SIM (http://en.wikipedia.org/wiki/Gsm#Subscriber_identity_module).

With unlocked cell phones multiple cellular networks can be accessed by swapping in and out SIM Cards. Simply put, unlocked devices are cell phones that recognize SIM cards from any carrier.
GSM cell phones use a SIM (Subscriber Identification Module) card which stores the customer/subscriber data. When a cell phone is activated the cellular service provider or carrier will issue this SIM card.
Many phones come “locked” and will only recognize a SIM card from a particular carrier. The “lock” is a software setting that keeps the cell phone “loyal” to one carrier.

When you buy a cell phone from a network provider (Sprint, Cingular/AT&T, Verizon, etc) the phone is locked to their network, so you cannot take your phone and sign up on a different network. By unlocking it, you remove that restriction. Once unlocked, you can just plug in the appropriate network's SIM card and you're all set. The SIM card is the little card hidden under the battery (usually) that stores network info, as well as phone numbers.
